Apprenticeships have to be at least 12 months long; so some employers in sectors with flexible employment patterns and short-term roles, such as agriculture, construction and creative sectors including TV, film and theatre production, have found it challenging to unlock potential apprenticeship starts.

An extensive consultation exercise took place, seeking the views of employers, sector bodies, existing apprenticeship training agencies and apprentices themselves to inform the development of this policy and our plans for its implementation.
